Which ships must comply with EU MRV?
EU MRV applies to ships of 5,000 gross tonnage and above, regardless of flag state, performing voyages to, from, or between EU and EEA ports. This means that a Panamanian-flagged vessel making a voyage between Rotterdam and Piraeus is fully subject to EU MRV. The flag state exemption that applies under MARPOL does not apply under EU law; EU MRV applies to the voyage, not the ship's nationality.
What must be monitored under EU MRV?
Ships must monitor CO2 emissions from all fuel combustion on board, including main engines, auxiliary engines, gas turbines, boilers, and inert gas generators. Additionally, ships must monitor aggregated voyage data including: distance travelled, time at sea, cargo carried, and the ship's efficiency. From 2025, EU MRV has been expanded to include methane (CH4) and nitrous oxide (N2O) emissions from applicable ship types.
What is a Monitoring Plan and who approves it?
The Monitoring Plan is a vessel-specific document that describes the methodology by which fuel consumption and other data will be collected. It must be submitted to an accredited verifier before monitoring commences and must be approved by the verifier before the first data can be reported. Key elements include the monitoring method (BDN-based, tank measurement, or flow meters), fuel type definitions, and data gap procedures. Changes to the Monitoring Plan require verifier re-approval.
What are the permitted monitoring methods under EU MRV?
Three monitoring methods are permitted: (1) Bunker Delivery Note (BDN) plus periodic bunker tank soundings — the most commonly used method; (2) Bunker tank monitoring — calculating consumption from fuel tank level changes; and (3) Flow meters for applicable combustion processes. The chosen method must be documented in the Monitoring Plan and applied consistently throughout the reporting year. Different methods may be used for different fuel types on the same vessel.
What is THETIS-MRV?
THETIS-MRV is EMSA's online reporting platform for EU MRV. Companies must register their vessels in THETIS-MRV, submit their annual Emissions Reports through the platform, and receive and store their Documents of Compliance in the system. THETIS-MRV is also used by EU member state port state control to verify that arriving vessels hold a valid Document of Compliance, and data from THETIS-MRV feeds into the EU ETS allowance obligation calculations.
When is the annual Emissions Report due?
The annual Emissions Report for the previous calendar year must be submitted to an accredited verifier by 28 February, and the verified report and Document of Compliance must be issued by 30 April. For the EU ETS, the verified MRV data is then used to determine the allowances that must be surrendered by 30 September each year. Meeting these deadlines is critical — late submission can affect the Document of Compliance issuance and ETS compliance.
How does EU MRV interact with the EU ETS?
EU MRV is the data source for EU ETS compliance. The CO2 (and from 2026, CH4 and N2O) emissions verified under EU MRV form the basis for calculating the number of EU Allowances (EUAs) that must be surrendered for voyages within and between EU/EEA ports. Accurate, complete, and verified MRV data is therefore directly linked to financial ETS obligations. Errors in MRV data translate directly into ETS under- or over-compliance.
What happens if a ship does not have a valid Document of Compliance?
EU member states are required to refuse entry to ships that have failed to submit required EU MRV reports for two or more consecutive reporting periods. The European Commission maintains a list of non-compliant ships, and vessels without valid Documents of Compliance may face port state control action. The commercial consequences — being refused entry to EU ports — make EU MRV non-compliance a significant business risk.
